106606 - My webpage rendered improperly

The latest version of Mozilla does not render this web page correctly.  It
appears that the <hr noshade size=3> and <hr noshade size=1> tags are rendered
with length=1.  I checked 6.1 and the rendering is incorrect. 4.77 is correct
and earlier code is correct.  I tried changing the html in several ways and was
unable to fix the problem.  It has something to do with being inside the
<pre></pre> tags.
If I put a <hr noshade size=3> tag in front of and after these tags they are
rendered properly. If  I make up a page with just the stuff between and
including the <pre></pre> tags without the Javascript header and footer, it is
rendered properly but I do not know why that would make any difference since <hr
noshade size=3> tags outside of the <pre></pre> tags but with the header and
footer javascript renders properly.
