1066171 - Add keyboard interaction to switch Loop panel tabs

At the moment you can't switch from one tab in the panel to another using the keyboard, just the mouse.

This does _not_ mean you can't switch browser tabs, this bug is about the tabs _inside_ the panel.

Awesome Cedric! I'm afraid there's not much actionable at the moment, because the first thing we need to do is figure out how this should work! Are we going to work with keyboard shortcuts, or are the tabs going to be tabbable so that they can be selected with a press of the spacebar?
So we have some thinking to do first... Do you have ideas?

We are currently reworking the Hello UI for a new focus on web sharing (bug 1209713). The panels have now been removed from the UI, so closing this bug as wontfix.
