1066442 - Disabling and reenabling web audio editor doesn't work

When turning on WAE in the DT options, if the tab previously had this enabled, nothing in the tool works.

Reproduction
* Have WAE enabled, go to a page with AudioContext and open the WAE tool (only happens if you use the tool once on this page)
* Disable the WAE tool in the DT options panel, and then reenable
* Go to WAE tab and refresh the page
* Waits on the "Reload the page" message -- reloading doesn't trigger the context catch to start the front end, and the "reload" button itself doesn't even work

Both canvas and shader editor suffer from the same issue. Network's reloader works fine.
