106734 - Ctrl-W should close current tab instead of window

It would be great if pressing Ctrl-W with multiple tabs open would close the
active tab instead of the window. It should only close the whole window if there
is no other tabs.

I've stopped using the tabs at all because I'm so used to pressing Ctrl-W
whenever I'm finished reading the current page that I accidentally press it even
if I have other tabs open.

We really need this now that there is no one-click means to close tabs (which I
think we'll still need.)
