1067682 - Cannot change order of languages known on Mozillians Profile

Steps to reproduce:

1. Once I chose my three known languages in my Mozillians profile, I realized that they were out of order according to my fluency level in each language.
2.  I clicked Edit Your Profile and switched the order of my second language and third language to the correct fluency order.
3.  I attempted to delete the blank input box for a fourth language.


Actual results:

1.  I could not update my profile because I received an Error message: "Please correct the errors below."
2.  The errors in the Languages section said, "This language has already been selected."  The revision was not submitted.
3.  In the fourth language field, the screen said, "This field is required."
4.  I was unable to delete my languages and resubmit them in a different order.



Expected results:

1.  I should have been able to re-prioritize my languages based on fluency level.  This is crucial for communication purposes.
2.  I should also be able to delete languages.
3.  I should not be required to enter a fourth language if I do not know one.

The current listing of languages is not by fluency level, and form ordering is not the same as the displayed one.
