Bug 1007336 added the new themes popup to about:customizing.
Why aren't complete themes included in this popup? I understand that lightweight themes are being promoted, but the default theme is in the popup, so why shouldn't any complete themes the user has installed be included?
Mockup attached.
Oops, Realized the option for the complete theme in my mockup should've probably been on a white background/deselected. Just imagine it being deselected/white.

I guess because they cannot instantly be applied.

Because you need it to turn off a selected light-weight theme and/or indicate you don't currently have one applied.
I actually don't know how this popup is meant to work while you're using a different complete theme (where selecting lightweight themes won't work. Philipp?

If LWT selection won't work while having a complete theme enabled, we should disable the button or turn it into a »Manage Themes« button that takes you to the Add-ons manager.

We no longer support complete themes.
