needinfo flag shows up on attachment details page only when not doing "Edit as Comment"

If I do "Edit as Comment" on an attachment, the UI to needinfo? somebody at the same time disappears.
Steps to reproduce:
1. load https://bugzilla.mozilla.org/attachment.cgi?id=8480333&action=edit
2. press "Edit as Comment"
After (1), there's a needinfo checkbox and textfield below the comment box.
After (2), the needinfo UI is gone, but it should still be there.
