Want to restrict who can verify or close tickets

Details
We would like to be able to restrict whether a user can verify or close a
ticket:
- developers should be able to resolve tickets but not verify or close them
- QA should be able to set status to verified but not to closed.
- release should be able to set status to closed.
This should be a matter of adding several extra groups (this requires that the
limitation to 64 groups is removed).

bug 49808 has a patch, which hasn't been taken yet because it'll break installs
that have 55 or more groups. If you don't have 55 groups, it might work for
you. Something along this line will probably go in once the group schema change
(bug 68022) is done.
