ISO-8859-9, ISO-8859-11, TIS-620 and ISO-8859-1 are non-canonical labels per the Encoding Standard. Remove the classes. However, for now, let's leave ISO-8859-1 as a Gecko-canonical name, because it's used as a special encoding in so many places that removing it as a Gecko-canonical encoding merits a bug on its own.
