Received messages containing 8 bit non-latin characters are always garbled, when
mime information is wrong (e.g. "us-ascii") or is not present. I receive many of
them everyday because of some senders using silly Outlook settings. Anyway,
there are a lot of these messages and there's no workaround:
- View->Character Coding doesn't affect anymore
- Charset override in Prefs doesn't affect anymore

I created a new profile. Problem wasn't solved. I uninstalled Mozilla, erased
Application Data/Mozilla directory (after backing up mail folder), erased
anything related to Mozilla from Windows directory and Windows registry and
re-installed again (no migration from NS4). Problem wasn't solved either. Using
a bunch of recent builds, I located 2001102403 as the first problematic one,
while 2001102309 is ok. Therefore, a checkin on 23 Oct is the cause. Possibly
the fix for bug 105553 or bug 97176 or bug 12481. 

Conditions: all builds from 2001102309 and then, default charset ISO-8859-7
(Greek), POP account.
Additional note: the problem is on message body only. On headers, non-mime
encoded 8 bit characters are displayed fine.
