Although there is no clear definition on 3GPP spec. about *cannot* toggle SIM PIN when PIN is locked/blocked (that means PIN/PUK) state, some chipset(s) do not allow toggle SIM PIN under this circumstance.

Refer to iPhone, it also do not allow user to access SIM PIN related functionalities (toggle SIM PIN, or change PIN).

Could UX kindly comment we follow "disable PIN toggle" to let all platforms have the same behavior?
