1071947 - Support for notifying mailing lists

Bug 1068447 will allow you to transfer a Pulse user to a different Pulse Guardian account; however, to be even more useful, we should be able to specify one or more of the following:

* multiple Pulse Guardian accounts per Pulse user (many-to-many relationship between Pulse and Pulse Guardian accounts)
* mailing lists

For the latter, I think we can trust Pulse Guardian users (in particular after bug 1018325 is fixed) to be able to specify any email addresses for notices.  The idea of Pulse Guardian is more to identify one or more responsible parties for a Pulse account rather than necessarily restrict warning emails to them.
