1073200 - Sometimes, Dev packaged app fails to load after logging into fxA on the phone

Precondition:
User has the dev packaged app installed

steps to reproduce:
1.User is logged into FxA on the phone
2. Launch Dev and ensure you are automatically logged in
3. Settings->FxA; Log out
4. Launch Dev and check the login status

reproducible: sometimes (I could reproduce 2/5 times i tried the STR)

actual behavior:
Sometimes logging into fxa on the phone and then loading dev packaged app results in the error "The device cannot display this file because the file cannot be found"

NOTE: Launching the app again usually fixes the problem.

I don't think the net error has anything to do with FxA, so taking off tracker.
