107326 - missing front-end for CSS in preferences

In preferences isn't any frontend for CSS. I couldn't switch between using CSS
and not using CSS, I couldn't add my styles (to override browser's style).

For me it is a bug (as I'm web-developer, I wanna check my work without styles),
maybe it is feature (hmm, very useful) or in last case - nobody else on the
Earth need this function (so, if this true, change severity to enhancement) or I
have to visit doctor with eyes =)

BTW NN4.x has this front-end.
