We have the browser.search.order.* prefs that control which order engines appear in the dropdown for new profiles. We only read those prefs once on first startup, though, and so when we add default engines after the fact, we can't control which order it appears in the list for existing users. If the existing user's order matches the default order, the new engine's position should be based on the order prefs, similar to how default engine changes work. This requires changing how "useDBForOrder" works when new default engines are found.

No, that's a Firefox OS bug (different product), this bug applies to Firefox desktop.
