Hi Yong,
One of possible root causes could be the same to the Bug 1069857.
You can try the patch on Bug 1069857.
Hi Yong Ren -
Per Comment#1, could you help to try the patch of Bug#1069857 to see if that solve this problem?

fastSeek(Bug 778077) should improve the performance of seek or change gecko codes to seek the keyframe.
For FFOS v1.4 (Dolphin and others),
fastSeek is not supported yet. One solution is to uplift it along with gaia changes on Video APP to v1.4 but the changes is big. Another way is to modify gecko codes to always seek the keyframe, but it should be a workaround.
For FFOS 2.0,
fastSeek is supported. And I have tried to use it and it is quite fast.
For the version later than 2.1 (included),
Since fastSeek in bug 778077 which would jump backwards to the previous keyframe violates the WHATWG spec. So Bug 1022913 was created and has been fixed to do accurate seeking when seeking jumps backwards. That would make fastSeek not faster. Then bug 1026330 is created to find a way to make fastSeek always fast.
It looks strange to me that according to comment 0 this problem can be seen on Flame 2.0.
