We're creating a new format for use with 64-bit Windows builds in bug 1075709. We need to tweak passwords.py to support it.

Turns out this is a bit more complicated than I thought. We need bug 1075723 to land first, because if we just enabled signing servers, the 64-bit builds will try to sign with "signcode". Luckily, these builds are enabled on m-c, try, date, and oak so we don't have to wait too long.
Summary: adjust buildbot-configs/passwords.py to support osslsigncode format → support signing 64-bit windows signing in buildbot-configs
