107686 - need ability to talk to other bugzilla machines

It would be great if bugzilla was able to talk to other bugzilla about a bug...
Thus syncing the two.

I see two ways to do this:

Active, our bugzilla contacts the other bugzilla and get infomation, or the
other bugzilla contact our with new infomation.

Passive: When a bug is changed in the other bugzilla a mail is dispacted
(possible something as simple as putting our bugzilla on the cc-list) to our
bugzilla and our bugzilla does something to sync.

What could this be used for? Well... We could have a bug in our bugzilla which
requiered another development teams effort, but we were only interested in when
it was done.

Reassigning all of my "future" targetted bugs to indicate that I'm not presently
working on them, and someone else could feel free to work on them. (sorry for
the spam if you got this twice, it didn't take right the first time)

clearing target on bugs with resolution other than FIXED so they'll show up as
untriaged if they get reopened.
