STR:
1. Pair device with laptop over bluetooth.
2. Gallery app > select a picture > select transfer by bluetooth > select the laptop

Actual:
The notification says transfer is initiated, but the computer does not seem to receive the file and the 'transfer started' notification does not ever resolve.

I'd like to see if this was working between seeing bug 1063066 being fixed and when bug 1074152 started occurring.

Jocelyn, its the same bug as 1063066, but team is still seeing this reproduce.   is Bug 1065999 still causing this breakage?  Please help urgently investigate, thanks.

Is the laptop a Mac? If so, does it turn on "bluetooth sharing" as Q5 in [1]?

It works fine by flashing today's pvt build[1].

Following the steps to enable file receiving did work for my Ubuntu laptop, and bluetooth is now functioning as expected.
