Attached text file replaces the entire ICANN newTLD section, and adds ICANN new gTLDs that are contracted up to 10/04/2014.
The attachment I am adding is a text file with the ICANN New TLDs section. I do not have a method to generate unified diff for this to be included in the PSL, so please create unified diff of this file and then apply it once approved to the effective_tlds dat file.

Thanks for this. There are a few spots where your generation script might need a little work:

Can we pleased instead have:
// List of new gTLDs imported from https://newgtlds.icann.org/newgtlds.csv on <date>
If we start using CAPS, people might think it's a marker they can rely on.
+// band : 2014-06-12 undefined
The .csv has ""; you need to just leave it blank in this case.
Other than that, looks great :-) Should I wait for an updated version from you, or can you make these updates asynchronously?
