2. Open browser app
3. Open top sites tab -> Default Top sites are inserted and displayed in Top Sites list
4. turn off the device
5. insert a configured sim card with pin
6. turn on the device
7. Open browser app
8. Open top sites tab

Actual result:
Default Top sites are displayed in Top Sites list but Operator Top sites aren't inserted and displayed in Top Sites list
