OS: Windows XP Pro Build: 20011101 After checking the "Open tabs instead of windows for Control+Enter in the URL bar" option in Tabbed Browsing preferences, ALL URLs typed into the address bar open in tabs, regardless of whether CTRL-ENTER was pressed or not.
