On a somewhat regular basis, I get an email from someone within my organization that a private comment has been sent to someone not in the "insidergroup". By looking into the log, I can see that this isn't the case, but I discovered the problem lies in the email notification phrasing post bug processing. Example scenario: A user in "insidergroup" marks the comment they are writing as private while changing a few bug fields in the same change saving. Because the comment is private, but the changes are still visible to anyone who has access to the bug, the 'Emails Sent to' field includes both 'insidergroup' members and non-insiders. I would like this distinction in the email notification to squash any concerns of an email security leak.
