Where the page is listed on Special:SpecialPages also varies. In production, it's at the bottom under it's own heading of "Other special pages." On dev/stage it's under "Maintenance reports."
Looking at the extensions reported by Special:Version, I can't determine what might be causing this alternative Special:ProtectedPages to load. Webops, when you have a moment, will you look through LocalSettings.php on production and see we're loading any extensions that might be creating this?
With the completion of bug 1118970, this is no longer an issue. Whatever was out of sync on Prod vs Dev/Stage appears to have been fixed.
