Currently, we have a shared keypad.js which is used by communications/Dialer and the Callscreen apps. There are problems within this shared keypad.js code as it makes assumptions such as attempting to import code from the communications/Dialer app even if it's running inside Callscreen.

Another problem with this is that it isn't being used by the EmergencyCall app. We should properly refactor it and share it everywhere, perhaps using configs during initialization.
