108119 - browser window does not come to front (raise) for clicked mail links

pardon if this bug report is a dupe, I didn't find one.

***Overview

If you click on any link in a mail message that loads in a browser window, the
link loads correctly but the browser window does not come to front like it should.

***To Repro
*Open a browser window
Open a 3-pane mail window.
Select a message(the mail start page will do)
Click a link.

***Actual Results

The link loads in the browser window but...

***Expected Results

...it's hard to tell because the 'topmost' browser window never comes to front.

***Build and Platform Info

This bug reproduces on all platforms with the 2001103108 builds. I believe I
have seen it on builds prior to that though.

*you must already have a browser window open. If not a new window will open and
come to front just like it should.
