tester has purchased apps with the account being used in #3

steps to reproduce:
1. Launch payments-alt app on your phone
2. Search for :paid
3. Sign in with an existing account using FxA

expected behavior:
Enter PIN screen loads

actual behavior:
Create PIN screen loads

Tentatively assigning to Stuart, but this could also be related to Allens work on what email is being returned by FxA.

Note: this occurs only with an account that did purchases using Persona.

When an account uses Firefox Account only, it works fine.

If not we should close this and reopen if we see it again.

I can still reproduce this issue consistently with accounts which have had purchases/installs using persona

account: [e-mail]
(I confirmed that when searching for accounts with existing purchases in the DB, this account shows up)

However, signing in prompts me to Create a new account. I will attach logs in a bit.

So as discussed last week the updates to -dev mean this won't be reproduceable there anymore as the solitude data and zippy data was nuked.

Once the release is done on the 28th we should be able to enable and test this on stage.
