1082265 - split-profile should take arguments for jprof location and program location

split-profile.pl is rather too inflexible; it hardcodes the program location and jprof binary location, and it puts the output in a specific directory.

I just rewrote it in python to fix these issues.  It takes arguments for jprof, firefox, and profile locations, and puts the output in the same directory as the splitfile.
