Ideally we should have a lightweight airplaneMode which * Listen to airplaneMode.enabled and publish events * Each API handler should watch the airplanemode-enabled/airplanemode-disabled to change their API state and report back to airplaneMode module. * Gathering the result during the event publishing to know who to wait the disabling/enabling state change to become disabled/enabled. * After all operations are done, write the airplaneMode.status settings to settings db.
