[NECKO] crashing on bad URL's

Details
We are crashing if we enter a bad URL into the location bar on all platforms
with 0729 Necko builds. This is a regression with Necko.
An example would be http://www.badurlscrashme.com :-)

Bulk move of all Necko (to be deleted component) bugs to new Networking
component.
