This was found working on bug 1046512. Comment 27 has the details of the issue. I proposed test_set_window_size.py be skipped on linux pending a fix to the underlying issue.
This issue was seen with the patch to re-use the currently open tab in desktop at the start of a session rather than always opening a new tab, not with the other modifications from bug 1046512.
