108606 - Edit|Message Filters when main dialog open will launch a new rules dialog

Using oct31 commercial trunk build

If you have the main Message Filters dialog/list open and use the menu item
Edit|Message Filters, you will launch to a new filter rules dialog.  This is not
the way it was in 6.2, I'm sure this was affected by the prefill filter feature
work.  If I've forgotten that I have the main filters dialog open and launch the
menu again, it should not be anticipated that I want a New filter as I might
want to access the list to Edit an existing filter.

Steps:
1.  From a mail window, Edit|Message Filters.
2.  Leave the main filter dialog open then access another window so that the
filters dialog is hidden behind a window.
3.  Edit|Message Filters.

Result: a new/untitled filter rules dialog opens.

Expected:  the main filter dialog should be brought to the surface.
