STR
1.- Put Device A in silent mode. (pressing volume down button until the end)
2.- Device A makes a call.
ACTUAL RESULT
1.- Sound is heard when the call is establishing. (bip, bip, bip...)

Tones play on the telephony audio channel so decreasing the volume level (either ringer or media volume) has no effect on the tones. It works as it is supposed to work. INVALID?

Completely agree
I think it's working as expected. Be aware that there are two volumes, one for the multimedia channel(many volume bars) and other for the telephony channel (6 volume bars).
In step 1. you have silenced the multimedia volume, not the telephony one so when you initiates the call the dialing and ring-back tones are played by the telephony channel that is not in silent mode. Once you start the call, if you press down the volume (telephony channel) you will able to silent it (not completely because there is always a minimum sound).
The behavior in Loop is the same than for the GSM calls in FxOS and other OSs, so closing this bug as invalid.
Javier, be free to reopen it if you consider that there is something wrong or it's not clear enough. Thanks a lot!

One comment, when I said "multimedia" volume I wanted to say "ringer" volume, as multimedia volume only applies when multimedia sound is being played

Ok form my side. And in addition, It is also aligned with GSM behaviour. (in outgoing audio calls, (no hands free), no sound is heard).
