Please change the DNS record for soft-start.loop.services.mozilla.com to "127.255.255.255" on Monday, October 27th. See Bug 1087397 for rationale.
Testing:

1) Start Beta 34 using a new profile.
2) Open about:config
  * Verify that "loop.throttled" is true.
  * Set "loop.soft_start_ticket_number" to 16777214
3) Restart the browser with the same profile
4) Check for Hello in the customization palette. It _should_ be there.
