Steps to reproduce:

1. I Put bookmark toolbar beside url bar to save some space.
2. Bookmark works fine as fiddle until 33.0.0 released come.


Actual results:

Bookmark toolbar didn't padded every space and instead create a list in the end it's area, and ALWAYS put one bookmark inside of that list. (see attachment.)


Expected results:

Bookmark toolbar should have padded and put every my bookmark in that toolbar like before 33.0.0 updates
