User Story
When I am getting low on data or when I want to conserve my data (in general or when enabling roaming), I want image loading within apps to be disabled so that I save on data associated with downloading images. Acceptance Criteria: 1. When Data Savings Mode is enabled (with image loading disabled), images within apps are not loaded as described in the UX spec. (based on the implementation in bug 1089990)

Need to make sure that when this is enabled, badly coded sites don't result in CPU spike (bug 588742). Rather look at the suggestion made in Comment #20 in that bug #588742.
