User Story

As a user, I want to be able to configure the settings for data savings mode to indicate whether or not I want the following options enabled when it is turned on:

- Image loading
- Background data
- Search suggestions

Acceptance Criteria:
1. The settings for data savings mode includes the ability to enable or disable image loading, background data and search suggestions.
2. Background data and search suggestions are disabled by default in data savings mode (that is, when data savings mode is turned on, background data and search suggestions are turned off).
3. Image loading is enabled by default in data savings mode (that is, images are still loaded while in data savings mode).
4. Enabling data savings mode overrides individual app settings.
5. Interaction and Visual Design matches UX spec.
