109048 - can not create attachments

i already logged in when i created a new bug. after that, i wanted to add
an attachment, but after filling in the form to create an attachment, 
when i clicked 'commit', it says:

The name <TT></TT> is not a valid username.  Either you
misspelled it, or the person has not registered for a
Bugzilla account.
<P>Please hit the <B>Back</B> button and try again.

i've tried both with last mozilla, and IE 5.0

I turned off cookies just now and I got that error message.  Do you have cookies
enabled?

ok, netscape seems to work fine, ie5.0 still doesnt work and i dont know where
to check if cookies are enabled, but i read my mail on yahoo with it, so 
i suppose it supports cookies. mozilla doesnt work either, and cookies 
are enabled; on the other hand, i cant log with mozilla to yahoo mail - 
submit button does nothing. 
cant get an ie5.5 right now.. i'll try again tomorrow

Attachment: patch v1: requires users to log in before creating attachment

This patch makes the user log in before allowing them to enter or insert an
attachment.
