Verified on win32, mac, and linux.  I tested on the following builds:
 Win32 seamonkey build 1999-08-16-09-m9 installed on Gateway P166 Win98
 MacOS seamonkey build 1999-08-16-08-m9 installed on PPC 9600/300 MacOS 8.5.1
 Linux seamonkey build 1999-08-16-08-m9 installed on Compaq P200 Linux 6.0

The basic UI has been implemented.  I tested that you can
 - attach file attachment
 - attach web attachment
 - remove attachment

Note: On the Mac, there are extra features for preview and browsing feature.
The browse feature include a button to go to desktop/hard drive/appletalk
network, a button to add to favorite, a button for most recent.

Basic attachment ui is working.  Can successfully send 1 attachment web/file
attachment.
