1091526 - notification indicator should go away after user activity

Flame, nightly channel (master + m-c), Oct 29 build.

STR:

1. take a screenshot
2. notice the notification indicator - the thin blue line across the top of the homescreen
3. continue using device normally

Expected: I know the notification is there. I saw the notification indicator when it was first visible and animating. Now I've clearly moved on, and am doing other things. The notification indicator can stop being in my field of vision now.

Actual: The notification indicator is constantly present, until the notification bar is opened.

Note: I noticed this because throughout the day I found myself opening the notification bar solely to remove the notification indicator.

It should have a timeout when the user is active. If the notification occurs while the phone was asleep or an app was fullscreen, the timeout should only begin when the user is active again or returns to a non-full screen state.
