In order to move forward on revamping performance testing, we need to shim the User Timing API which will give us access to the important `performance.mark` and `performance.measure`methods.

closer to a rubber stamp but nothing looks crazy and I am sure we will find whatever problems that may exist while we replace the existing |make test-perf| stuff
