If I do an image attachment review that doesn't have a bug number, I'd still like for the participants in the review to get an email. My understanding is that reviewboard emails are disabled since BMO-patch comments are mirrored to BMO normally and we don't want to send the comments through both channels.

Filing this so it's on the radar for the future. I understand this isn't a priority for the pre-release.
There are a few ways we can handle this.  One would be, if it's possible, suppressing the email in the rbbz handlers (if it's not possible right now, we might be able to submit a patch to upstream Review Board to make it possible).  Another is the more radical of moving most of the code-review process out of Bugzilla altogether and keeping it in Review Board, as has been discussed before.
Morphing.  We need to suppress Bugzilla emails then, by reducing the amount of mirroring and/or telling Bugzilla not to send out emails for MozReview comments.
