STR:

1. Start a download (https://owd.tid.es/dm/)
2. Swipe open notification tray
3. Click on downloading item

Expected: User is taken to Settings > Downloads
Actual: Nothing happens if the download is in progress. 

Need to confirm with UX.

[Blocking Requested - why for this release]: Makes it feel like the notification tray is broken.

This seems to be working with today's aurora flame build, it also works in the latest central build. Whatever was going on when I filed this is now gone. w00t, as they would say.

Verified the issue doesn't repro on 2.2 and 2.1 Flame

However the transition to "Downloads" is not smooth, it navigates to "Settings" first and than to "Downloads"
Opened a bug 1094385 for the issue
On master build transition is smooth.
