this caused a bustage like https://tbpl.mozilla.org/php/getParsedLog.php?id=51688244&tree=Mozilla-Inbound and so i had to backout this changes

Because 8.1 SDK wasn't installed until VS2013 has come?
Oh, I thought we had been shipping 43+47 already. I was wrong, we were previously shipping 43+46 per bug 999260.
