In order to present all possible controls (via More/Fewer) for an input
type="image" the common image controls need to be in an overlay for reuse.

Sigh. Because I'm working on bug 45495 I've got two problems:
1. I can't easily provide patches to build configuration files.
2. My changes from attachment 55926 [details] [diff] [review] crept into this patch.
This overlay could also be useful for a combined "linked image" dialog.
Neil, if assigning to you doesn't make sense, assign back to me. If it is a
matter of needing a CVS checkin buddy that would keep you from accepting, keep
the bug and come find me when you are ready to land.

Proposed changes to the Image Dialog have been subsumed by work on Form Widgets
in bug 45495, so it seems silly to keep this one open.
