Although we wontfixed making gbk a simple alias, it seems like we could still save memory by making it reuse the data table.

Bug 951691 comment 19 has some insight.

https://www.w3.org/Bugs/Public/show_bug.cgi?id=27235 is about restoring the gbk encoder in Encoding.
