1093885 - Device Lab: Shallow flash 2.1 and master over base v188-1

Due to bug 1085759, we have discovered that full flashing 2.1 and master over v188 has caused the reality that this is frankenbuild and is testing only v180 binaries.   Until that bug is fixed (and its dependencies), the suggested path to testing is to shallow flash 2.1 and master over v188-1*  base [1].

This means all devices that is used for Gaia-UI automation, performance, and stability testing needs to be in-sync with this scenario.

I'm going to work on this now. Below is a list of the changes that will be made:

1. Upload v188-1 to Jenkins and configure download/flash jobs.
2. Change all jobs to perform a shallow flash instead of full flash.
3. Schedule a flash of the v188-1 base build on all devices.

It appears that several devices are currently offline so we won't be able to flash those back to v188-1. I'll block this on the relevant bugs to ensure that we have a consistent base version for all devices once they're offline.
