Description:
When device is not connected to the internet and the user resets the device the time on the device after the restart will show the time off by a couple of minutes.
   
Repro Steps:
1) Update a Flame device to BuildID: 20141105001204
2) Disconnect the device from the internet
3) Restart the device
4) Observe the time on the device
  
Actual:
The time on the device will be off by a couple of minute
  
Expected: 
The time displays properly
