[1.Description]:
It will still keep downloading after you turn off WIFI.

[2.Testing Steps]:
Precondition:Connect with WIFI.
1. Launch Browser.
2. Download a file(eg:QQ).
**The downloading status will display on notification bar.
3. Trun off WIFI.
[3.Expected Result]:
3. the downloading status should be stopped.
[4.Actual Result]:
3. The notification is always displayed as "Downloding..", so does the Downloads in settings.

Hi Francis, the download status in Notification & in Downloads in Settings is still showing downloading when network is not available, do we have any spec here? Thanks.

This behavior is correct - the download should be robust enough to survive a temporary loss in connectivity. The download should not fail if the device loses a connection but it should resume if connectivity is re-established if possible.
