Description:
When the user selects the settings icon on the utility tray pulled from SIM PIN dialog, there's an unexpected animation shown briefly at the top of the screen. In the animation, the homescreen is zooming in.

Pre-requisite: SIM PIN is enabled.

Repro Steps:
1) Update a Flame device to BuildID: 20141105160209.
2) Restart the device.
3) Unlock the device on the lockscreen.
4) From the "Enter SIM PIN" dialog, pull down the utility tray.
5) Select the Settings icon.

Actual:
Unexpected animation is shown at the top of the screen before Settings app appears.
  
Expected: 
Settings app appears without any visual error.

Another unexpected behavior is found. 

STR:
1. Restart the device.
2. Unlock the device.
3. Skip the SIM PIN.
4. Select Messages app.
5. On Sim PIN dialog, pull down the notification tray.
6. Select Settings icon.

Result: There's an animation on the status bar moving to the left before Settings app appear.
